To be fair, most of these cops are not trained on people’s rights or the law. They’re mostly trained to coverup eachother criminal activity like any other gang on the streets.

Yes you can film in public space; but if you’re doing so in a way that looks suspicious, especially at a police station, they have every right to detain and question you. For CA, it’ll fall under PC 647, loitering or prowling near someone’s home or business— it can be stretched as “casing” for potential criminal activity. It won’t exactly stick in court for an arrestable offense but it gives officers enough to do what they want to do.
