For the streusel topping, mix the flour and powdered sugar in a bowl. Add the softened butter and use your fingers to mix until it forms a crumbly texture. Set aside. Mix the Wet Ingredients: In a large bowl, pour the milk. Add the eggs and granulated sugar. Pour in the corn oil. Use a mixer to blend well in a clockwise direction. Combine Dry Ingredients: Add the cake flour and baking powder to the wet mixture. Use a silicone spatula to mix in a "Z" pattern. Avoid stirring in a circular motion to prevent the batter from becoming tough. Mix until just combined and no dry flour is visible. Prepare the Muffin Cups: Place a paper liner in each muffin mold.
