Well technically he can create a new NPC The only problem is that...he doesn't have the tool to create them

the best part is ainz and pandora are creating undead to their skill limit daily using farmed corpses and the monsters spawned from the tomb respawn over time so they have a respawnable army and an army with basically no production limit and upkeep

I think he can make them, like how albedo change that princess into demon. there also the way to make chimera. The limit ainz can't make default personalities for them (he can't open character description dialog).
