some toilets will back up like that from good toilet paper like Charmin in those fluffy toilet papers sometimes you have to use the Scott or the cheap toilet paper so it doesn't back up

Absolutely not, proper plumbing is the landlords responsibility. Piping should allow toilet paper. I can understand wipes or feminine products.

Property manager here.. they have a major problem and dont want to pay to fix it .. call your local housing authority and report this before they cant not charge you for there problem. this is unsafe and unsanitary and is a health hazard

Almost all places flush toilet paper just DO NOT do the flushable wipes they do not break down and back up lines they are not biodegrable

first of all it sounds crazy how the hell they know what you are doing in your apartment they got cameras in your apartment to know you are flushing toilet paper down the toilet... the apartment manager is just going to blame you for the problem now that's very suspicious cameras in your unit...
