nope use a notch trowel to keep consistent with the floor. It doesn't necessarily have to be the level needed to follow the grade of concrete and the threshold of doors

I hate landscapers they charge so much doing a job incorrectly. Ur slab isn’t prepared if you wanna go without prepping ur gonna need to wet set with 2 inch mortar bed. Plus there’s a lot more not mentioned but man this isn’t right. Hire a tile guy who understands how it works
