Watching these all now. Just for info the 3 volts is probably a biased voltage and the meter might not be able to pick up the ground pulses if they are there

Back probe it or pierce the wire when your measuring voltage instead of unplugging it from the car. Should have battery voltage on the trigger side but you really need a scope to see if its getting the pulse. The 3v might just be a biased voltage when the circuit is incomplete.

Because it’s all the injectors, it has to be something with the PCM. Either the PCM is commanding the ground issue, or there a ground problem inside the PCM or outside. That’s all I got.

There was an extended coverage for the battery ground cable causing multiple issues. Sounds like a ground concern. Will it light a noid light when it’s a no start ?

Make sure the ignition B+ side of injector plug will light say a seal beam headlight to battery negative, just to be sure

Load test the ground side of the circuit from the pcm to injectors. Make sure it can carry the load.
Check the ground to the pcm with a test light clip on ground and the tip on the case and crank it. If the test light lights up dim check the ground eyelet cluster on the front driver side of the tranny and the eyelets I believe are near the rad support.
