Laws are laws and they are there for a reason. I have family that farm out in Nor Cal. There are ways to water crops without diverting water using a stream that you dug up without any consideration for the ecological impact or water flow.

It’s tough bc if everyone started aggregating their properties in this way their would be a huge problem. It’s not the fact that this one off lady is doing it. It’s that it is setting precedent in the law for further cases

1. yes water is Finite and isht like minecraft with a infinite block, if someone redirects or collects water up stream from you, you lose water, so you have to pay for the right to use certain amount of that water, it also stops people from over collecting which can destroy ecosystems. 2. saw people compair this to the rain collection laws, for the same reason if you collect to much rain water in certain areas it destroys the ecosystem, hence why some places you can / restricted / or cant collect rain water, different areas require the rain more then others. 3. when you buy land with a river, if you read the paper you own everything except the water, to the point I think people can walk into your land through the water, and are allowed to be there as long as they dont touch the land.
