“By order of the Chief Administrator” kinda demonstrates that there is no law or regulation banning photography or videography by members of the public. His/her order would only be binding on the employees under his supervision as a condition of employment authorized by a statute. If it said “notice of statute provided by CA,” or similar, that may be less clear.
