You did nothing wrong. Autistic or not autistic no child should be left to wander around by themselves if they cannot make appropriate decisions. You told them many times. Also if the child gets hurt on your property, or if your dog finally has enough and does something to the child, you are liable. I know it may sound terrible if CPS took the child away, however, maybe he is in a better home that can deal with his behaviors.

Question. There is no way a 16 year old can ride a medium size dog like a shepie let alone on their back.

OP did nothing wrong. The neighbor is a danger to himself and OPs dogs. The boy's parents need to work with someone who understands his disorder so that they can work on correcting the behavior. If the child gets bitten the first thing the parents are going to do is blame OP and sue. They m sure the parents are overwhelmed by the child's disorder but there are services/ organizations that will assist them so they need to reach out. If the dogs get injured from a 16yo riding them like a horse how will the parents feel about that suit so the medical bills are covered? The parents need help and CPS can now get them that help because they have been alerted. I know CPS is not always good but they can provide resources for the family.
