An aspect of this scene that I personally really love is that it shows that yes, criminals are scared of Batman, but they aren’t scared enough and ultimately his tactics aren’t really working. The teardrop guy still robs the store and kills someome, the graffiti guy still defaces the building. He may be scaring them enough to not go further, but fear alone isn’t enough to save the city.
