not sure about hondas but im a toro guy and these briggs and strattons have the little tab and a spring for the governor and the idle/engine speed but if it was surging like that for my mower id bend the tab back so the engine runs just slightly faster

I have an older model that's about 13yrs old now. have not change anything other than air filter, and oil. I've used non-ethanol gas since day one. it starts up with one pull every single time.

Check to see if you have a thermowax on that engine. I believe only the auto choke models have it. If so, that’s likely your problem

Replace the thermowax, the autochoke relies on that little piece of metal and if it’s weathered it causes the reving even with new fuel filter and carbs. I know I just went through the same repairs!

I run these at work. take the air filter off and put a screw driver or the long part of your sunglasses down the carb and then start it. the auto chokes suck sometimes

Never will understand why Honda puts that pilot/idle jet screw in so tight. They always strip out. I have a carburetor like that I am working on now that I will cut a straight groove in it and hope to remove it with a regular screwdriver
