It’s 100% the mom’s fault but regardless of who endangered the child, the cop ultimately chose to preserve his life rather than risk it to save the baby. Two grown armed men vs one small woman with a knife. Even if one cop died it would have been preferable to the loss of a childs life.

The mother knew exactly what she was doing by holding the baby. She thought she wasn’t going to get shot. The officer was doing his job so sad.😒Im sure he didn’t see the baby with the adrenaline going through his mind. It’s not his fault it was hers

The blame lies with the one using the baby as a human shield in my opinion. Maybe dont use babies as shields to kill people.
