Clearly people did not learn in Driver's Ed that you do NOT enter an intersection unless you can clear it. Chicago city ordinance 9-40-120 prohibits entering an intersection or crosswalk if you are unable to clear it. These ordinances or state statues exist in all states.

I live here and yes, the traffic lights are just a suggestion in chicago. People drive however they want in the city and its even terrifying for me sometimes , the cops never seem to catch it 🤣
