If a river is stated to be navigable via Federal Government (EPA), you do not own the water nor the land it resides. If it’s not classified as navigable, then yes, owner in fact owns the “water” or the land underneath.

Depends on the state….good chance he owns the land under the water. Can float it but cant anchor or get out of the boat.

In Illinois if you own both sides it is all private property. Boaters have to get off of the river when they get to my property line and carry their boats on a public road. But you have to own both sides.

in nj,if he owns the land on both sides of the river he owns the river bed which would make the fishermen trespassers.

Everyone likes to argue and thinks they know the law. Fact is that the laws are different in different places so we really have no clue. Granted these kids knew that they were in a gray area on legality.
