Japan is not the only modern country using fax machines, unfortunately. The entire US healthcare system still LOVES using fax machines. Also for security reasons, I believe. It is an absolute NIGHTMARE.

Japan is not "resistant to technology" they have become more and more risk adverse. In the 70s and 80s during the bubble, Japanese spent money like water so it's no wonder they invested in new technology like Sony XDcam, fax machines, and state of the art mobile technology. Risk big, win big! Roll the dice! Japanese phones had email and internet for a full decade before the west and China.
However, with Lehman Shock and the last 30 years of deflationary economic health, and an entire generation basically having their pensions cut in half, Japan as a nation has gotten increasingly more risk adverse to the point where they push against change even if it makes sense.

It's true. At one stage they were even using word processors, which were like a cross between computers and typewriters - like digital typewriters where you do the kanji entry for each letter. So complicated to use. That was back around 1995.
