Living in vegas it’s 110°. Too hot for puppy paws on the hot rocks. Would you recommend this patch in the shade outside same as balcony and then removing when it’s cooler out?

i got my adult dog from a shelter 2 months ago. i’ve been consistently trying to potty train him this whole time, doing everything i’ve seen, praising when going outside, leash on in the house or in the crate, monitoring water intake, taking him inside if he doesn’t so he doesn’t think it’s playtime outside until he goes potty, clickers, dog pads, tried to get him to sit at the door if he needs to go. he goes outside everytime i take him out, he “goes potty” on command, i throw a PARTY everytime he does and he knows to go outside, but if i don’t monitor his water intake veryyyy closely he will pee in the house or in his crate. i take him outside 10 minutes after he drinks, then 25 minutes later, and then 30 minutes later and he goes everytime. he’s scared of the bells on the door and won’t ring them to go outside or whine or bark at all. when he pees inside he’ll immediately go in his crate because he knows he’s not supposed to but won’t give any signs he needs to go. i work everyday and only have to leave him alone for 6 hours max everyday but i can’t leave his water out or he’ll pee everywhere while i’m gone! is it. normal for dogs to pee SO much and have to go constantly? even tho he knows better than to pee inside, he still does it even tho he goes everytime i take him out! he doesn’t have a uti either. i can’t take him out every 20 minutes of everyday and he has to have water obviously! what am i doing wrong 😩

we just bought home a four month old puppy, and we got her a grass patch, but she would mostly just lay on it. i’m concerned bc she only goes potty when no one is around, so not even on walks can i get her to pee or poop or anything. can you help what to do?
