Dear Girum, the core issue lies in the imbalance between banks’ liquidity and the NBE approach to currency devaluation. Even when banks have sufficient funds and are willing to offer higher exchange rates, the NBE continues to influence pricing through informal and indirect controls. This means the exchange rate is not truly market-driven, and we cannot yet consider it a fully floated FX regime, as a genuine floating system should be determined by supply and demand. Furthermore, the primary reason the NBE allocates foreign exchange to banks through the auction system is to address the government's ETB liquidity needs, rather than allowing natural FX market forces to operate.
