Had a late 90’s ranger with the same issue it ended up being that little white box with the sliding peg in it. Technically you should be able to start the truck right off that box just by sliding the peg all the way to one side, so if it’s not retuning all the way it won’t turn off. Not a guarantee for yours just happened to be mine.

Yea that rod in my 95 f150 broke inside the column so I dropped that little white box and that’s how I start and shut off my truck cause I haven’t got around to splitting the column to fix it😂

the reason your truck's not shutting off is because you're fuel solenoid isn't working properly it's staying engaged

time to pull out a volt meter and what is staying on when the key is off. I had the same problem but its because I put a v8 into my old celica and wired the main relay wrong.
