A truck carrying 25 horses was stopped just 25 miles from the Canadian border, resulting in what animal-welfare advocates describe as New York’s first arrest under its 2024 horse-sl*ughter ban. The stop happened around 2:24 a.m. on September 2, 2026, on U.S. Highway 11 in DeKalb, St. Lawrence County. State Police said the horses were tagged for sl*ughter in Canada. The driver, Robert M. Seitz, 68, of Lewiston, Pennsylvania, was arrested and charged under New York Agriculture and Markets Law §385.02, which prohibits the sale, purchase, transportation or possession of horses intended for sl*ughter for human or animal consumption. The investigation began after animal-welfare groups provided information about horses allegedly being moved from Pennsylvania through New York toward a sl*ughter facility in Quebec. State Police worked with the U.S. Department of Agriculture, U.S. Customs and Border Protection and Animals’ Angels. The 25 horses were removed from Seitz’s custody and placed under protection. They were taken to a New York facility where veterinarians began evaluating and caring for them. Seitz was issued an appearance ticket and is scheduled to appear in DeKalb Town Court. For these 25 horses, a law that had existed for two years was finally enforced and the truck’s destination changed completely.
