It's from the blinds! PVC blinds are banned in Canada. UV light causes plastic to create lead dust.

It might be a false positive from a chemical reaction from over spray from the window cleaner.

There was a huge recall on PVC blinds in the 90s/2000s for lead contamination.

quite obviously lead paint on that window sill just with a visual that alligator scale shows up even with non lead paint over top of it and everybody that does professional lead test knows you test the base layer not just spray some crap on and test the surface

I trust you found the source. but keep in mind that they use lead weights inside the window frame to help lift the windows. so that could be a source as well

Windows facing a busy road were exposed to leaded gas exhaust for decades. It built up and then is captured under a fresh coat of paint.

There’s a huge chance that the paint on the OUTSIDE was where the lead paint was. Because it was more expensive because it was more durable it was usually used outside but inside most common places are door jambs and window sill because of water damage likelihood

It’s very common in window sills, frames etc flakey lead paint is where it’s a issue like the one you showed as it’s been disturbed.

It’s not from blinds. Necessarily. My Victorian home has it on the window pane frames. There has never been blinds on these windows. It’s definitely from some kind of wood stain

not a mystery. they put in new vinyl windows kept the old sill and replaced the casement trim. Is this your first remodel job.
