Storm was an antagonist who was pushy, cocky and rude to the other racers and was never held accountable for his actions . Storm didn’t become so lucky. When McQueen was a rookie, despite following the rules on the track, he wasn’t socially nice and it was difficult for him to make friends and constantly pushed others away. He’s professional and acted nice to the sponsors, fans and racers but genuinely mean to the pit crew and believed he’s better without them. Unlike other mean racers, McQueen NEVER got away with it

Growing up is realizing that storm was no different from rookie mqueen, he was the next generation of automotive performance ready to dominate the track and show the old timers what the new gen was about. The same way mqueen did, but in my opinion I don’t think we saw enough of mqueen, the new generation came to fast.
