Used to have the same issue with an old Holden / GM in Aus, turned out the distribution cap wasn’t lined up right causing it to misfire, might be worth a look

it's the fuel solenoid not shut off the fuel there's only 2 ways to kill a diesel cut the air flow off or the fuel off and factory chooses to shut off fuel

Check your break pedal switch it went bad on my dads truck and he could shut the key off all the gages would go off but the truck would stay running but if he wiggled the pedal it would shut off and we switched the switch for it and it fixed it
