The woman was known to have mental health issues. Police officers are trained in how to handle thos population. This officer didn't de-escalate, she continued to do things that would cause the woman to be in more distress and act out. then she laughed and mocked her to the other officers and staff. If you don't see an issue with her behavior then I pray you never have a loved one who has a mental illness.
