Romans 12:2 NKJV
[2] And do not be conformed to this world, but be transformed by the renewing of your mind, that you may prove what is that good and acceptable and perfect will of God.
Romans 6:14-16 KJV

God does want strict obedience. When our heart is filled with the holy spirit obedience gets easier. Saul in his heart thought he was doing right, but wasn't obedient and got punished.
When our hearts are transformed the external obedience comes naturally because we are filled with the Holy Spirit. Keeping the commandments come naturally. He does want us to keep the commandments because He asked us to and we as His children do what our Father asks. The commandments help us live a righteous life.
God wants us to make His word a lifestyle and He wants us to make communication with Him so consistent that when He speaks we listen and then obey.
