The only reason the system works is that Japanese (including Japanese police) hold themselves up to very high ethical standards. The same system would be ripe for abuse in plenty of other societies and cultures. You would not want all those police powers if police could not be trusted with those powers. Maybe only in Japan can this acceptably.
