@usplumbing.org: In Southern California, the best materials I’ve seen are Type L copper or PEX. But be careful — PEX should be run at 40–50 PSI. I’ve seen it leak on the hot side at 80 PSI because as the temperature rises, the pressure rating drops. Type M copper also fails early with pinhole leaks. I’ve seen systems with a prv valve installed and no expansion tank on the water heater shoot up well over 100 psi when the burner kicks on. I always check for that for calls like this.
