Even in Spider-Man The Animated series it was explained that he only goes after the evils, cops, judges, politicians, heroes, villains, but when Frank notices that you're actually not doing anything for evil, he actually respects you, he's done it a few times, and I honestly don't know how they missed it in the movie or the Punisher series from the 80s, but they have always misunderstood Antiheroes, whined when Frank used a new logo, saying he was "woke" like he has never hated people just people that villains.

but none of them see themselves in Deadpool, or wolverine, or vigilante(DC) midnighter(DC). Punisher deal with criminals and not in a may sure they're guilty kinda way.

Just as a side note, the cops wearing punisher garb probably happened more because of the Ray Stevenson movie, because it was a brainless action movie. The Thomas Jane movie was far more thoughtful and inclusive, which is why it wasn't a very popular movie.
