on highway truck run all day, run in town, millions of units used every day all over the place. off highway and mobile units spend most of every day sitting on a trailer or in a lot. turning then on is a "special circumstance" thus given leniency. so the gov is interpreting it like your running a heavy peice of equipment all day every day and polluting as such even though in reality your doing the hybrid job thats better than any of these things. keep up the noise, this is bullshit

Simple answer is volume, you have hundreds of thousands of on highway trucks and only several thousand motorgraders and heavy equipment. They relax the regulations on lower volume and more intermittent power sources even though they all fall under the same Tier IV Final specification or whatever your country’s specific regulation is called.

Different applications have different emission rules because of the different application requirements not because of the hardware. If the grader had the same emission requirements as a car, it couldn’t run.
