Vietnam's economy is facing severe difficulties, and the Soviet Union itself is unable to continue providing large-scale aid.
In 1989, Vietnam announced its withdrawal from Cambodia.
In the same year, the Soviet Union declined, Eastern Europe underwent dramatic changes, and Vietnam's diplomatic backing gradually collapsed.
In February 1990, Wu Yuanjia, Fan Wentong, and others, who were at a dead end, visited Beijing in a low-key manner and had exploratory communication with the Chinese side, seeking the possibility of improving relations.
In September, the highest level of China and Vietnam held a secret meeting in Chengdu, Sichuan (known as the "Chengdu Talks"), where Chinese leaders Jiang Zemin and Li Peng held talks with Vietnamese leaders Nguyen Van Ling, Du Mei, and Fan Wentong to reach a consensus on repairing relations.
