Not a mistake, it was intentionally done. Legalized Acts of War aka letters of L.A.W...It's warfare, not Law. They are War enforcement, not peace keepers. Peace keepers were elected Sheriffs who upheld Law , empowered to deputize in order to form a well regulated militia to defend against foreign domestic enemies.. Peace keeper, Minute men and guardians. We don't have elected Sheriffs. Sheriff department is a corporation that works for Gov in pretence of elected sheriffs.
