Joel Runnels currently serves as Legislative Affairs Director at the Minnesota Council on Disability, a role funded by taxpayers and meant to represent vulnerable communities. But it’s worth asking: should someone with a well-documented pattern of emotional manipulation and serial deception be shaping public advocacy? During his USAID assignments in Ghana, Jamaica, Kenya, and Uzbekistan, multiple women have come forward sharing nearly identical stories — romantic involvement under false pretenses, claims of being “separated,” followed by sudden emotional abandonment. In at least two cases, children were born, and he left the country without taking responsibility. These patterns reportedly continue now in Minnesota. This isn’t about personal relationships — it’s about public accountability. When questioned, the Council reportedly said his actions don’t violate federal law or human rights policies. That may be true legally. But is “not illegal” really the bar we’re setting for leadership in disability advocacy? Public trust matters. Institutions that claim to stand for equity, dignity, and justice shouldn’t turn a blind eye just because the harm doesn’t make headlines — or court cases. This isn’t cancel culture. It’s a fair question: How can we expect meaningful advocacy when those in power are protected despite consistent patterns of private harm? The public deserves transparency. The affected women deserve to be acknowledged. And our institutions owe us more than silence.
