I'm normally all for your rights. but photos have never been considered valid ID. so yes in this case further confirming identification with actual ID could be required. again had he provided a valid physical fishing licence the them asking for any other form of ID would not be legal without RAS. but he's provided a photo. and photos of ID is not considered legal identification.
