This problem results from electronic metering. Mechanical meters don’t jump massive like that. They should be able to compare months of history billing to see their is a problem.

I had something close to this. It took months to figure out that I had a homeless person sleeping between the houses!! I had a hook up on the side of the house and the man was bathing at 3am!!! 1 person finally listened and put a tracker on it to read when the water was being used.
