It makes sense in theory. But they also make it so hard to avoid trash. Every single thing is wrapped in plastic three times. Producers should also be incentivized (or held responsible) to reduce waste

This is not unusual. You pay in most countries - either via rates / local government taxes, or directly on a user pays basis (eg when buying rubbish/gabage bags). This is more common in cities and towns, with services varying in rural areas.

This seems a tad tedious but resourceful. The sad part is that this would not work in the US because 1) people don't care enough and 2) the economy doesn't support folks buying extra trash bags.

Don't other countries have to pay to throw out their trash? Like in Ireland we pay for our own bins, you pay monthly per bin. A smaller bin is cheaper so less trash is cheaper

Bags are never free... Like nowhere. And at least in Spain, we pay trash collection fees with our water bill.
