Undertale is a dark world that Asgore created to help himself cope and help Carol bring back Dess. Gaster is canonically his scientist, Gerson studying the Deltarune, nobody having memories in that world of the sun besides Sans in until the Barrier is broken. The Barrier is just a dark fountain and the story of Humans sealing monsters underground was just a fear mongering tactic Asgore used on his people.
