As someone who is from Bulgaria it's not like we want it to be that way, but the descendants of the commy and soc parties are running a lot of the current government and make sure to keep the population disinterested, distracted and/or uneducated. There are a lot of bad habits left from the communist period plus in Bulgaria we have 5 centuries under ottoman rule on top of that. So there are a lot of historical and social reasons for why countries in the Balkans are like that.
