if you can, definitely visit first to get a feel of the place, people etc. I researched a few years ago and I still want to do it when financially able, thanks to covid and cost of living haven't been able to visit yet. Finland, Sweden or Norway was the ideal for me. Education is so much better over there for kids

I tell my husband at least once a month we’re moving but at this stage it’s only as far as a few hours away. God help him when our kids are grown up and on their own 2 feet I think I’ll be out of the country all together.

I remember there was a tv show, maybe 20 years ago, where a country town in western nsw did a peppercorn rent or purchase of a local house deal to get more people to move there. They had to renovate the homes themselves I think. I did see there are towns in Italy that do the same thing to attract new residents, you get a cheap house that you have to fix up.
