mounting a GoPro on a motorcycle helmet can be a traffic violation if it obstructs your view or impairs your ability to control the motorcycle. That's what it states. His was not obstructive at all.

California law (CVC §27803) requires motorcyclists to wear DOT-compliant helmets, The DOT standard 571.218 states that nothing can extend more than 5mm from the helmet shell. Thus violating the law. As long as it under 5mm, they have no basis.
