I'm a trauma informed therapist, and based on this, sister 100% went through something horrible as a child. mom is aware so she understands sister's reaction, but also confirms that son did nothing wrong, probably thinking it's not her place to share his sister's previous experience without her permission. and also, mom's response sounded incredibly validating to both brother and sister.

Mommy groups. Every one I’m in, it’s a common theme, men (even fathers) shouldn’t be changing girls diapers. They think it’s inappropriate. It can’t be that this many women have had a trauma, they’re just weird, and loud about it.
