Technically, he’s on ground. And trespassing You gotta be in a boat on the water. everybody’s complaining, just letting him fish. What if I come stand in your yard same thing I’m not hurting anything or stand on your porch. I’m not hurting anything. It’s still trespassing.

You only own up to the high water line of the river. Even if you have "water rights" to said river, you can never own the river bed beneath. Even then your limited to what you can do with your "water rights".
