the workers of the mine pay the tax through there wages. the corporation with anoth funds/ knowledge to start or run the mine get to pay hardly any tax because there wouldnt be a mine with out them, is how it seems to work. simular to cars they ask all the countrys whats there best tax or land deal to build cars in there country then the one with the best deal gets to make the car and the workers have a job snd tax on there wages for the goverment, is what is seems. not saying thats right but that's what I think the story is

Since 2008 they’ve run a housing system that locks ordinary Aussies out. deposits, investor tax perks, land banking, overseas lending rules all designed to keep prices high for the rich. No one I know can buy a home. We work, we save, we still get outbid. it’s deliberate, and it’s killing Australia.

we had a resources tax and Abbot set it as election to promise to appeal it when he got in which he did in 2013. the reason we dont have it is the voting public swinging to the right. if you want it back you actually need to get bipartisan support from the right otherwise it will be turfed out next time government changes.
