Just because he doesn't seem drunk, doesn't mean he isn't. He did say a strong odor of alcohol was coming out of him. It would be irresponsible of the cops to let him fly an aircraft with people under the influence. They are doing their job.

in the west we always use a digital alco tester instead of that nonsens test they do in the US. . set a limit like 0.5 for car driving and 0.0 for flight

Field sobriety tests are purely opinion based. They can say you failed even if u pass. Just their way of saying "you're drunk"
