Preheat & Prepare Pan: Preheat your oven to 375°F (190°C). Lightly oil a baking dish. Place a thin layer of enchilada sauce at the bottom. 2. Cook Meat Filling: a. In a skillet, brown ground beef over medium heat. b. Add diced onion and minced garlic; cook until softened. c. Stir in tomato paste, garlic powder, onion powder, pepper, paprika, salt (as needed), and the seasoning packet. Mix thoroughly until well combined. Set aside. 3. Make Enchilada Sauce (if making homemade): a. In the same pan, heat olive oil over medium heat. b. Stir in flour to form a roux; cook for a minute to eliminate raw flour taste. c.
