There is absolutely no way to tell if he is really hurt or scamming it. The right thing to do is call the Ambulance and let your insurance company handle the rest because after all you are wrong even if you only "tapped" his bumper. You might have given him a herniated disk.

I had this happened once. We were at a red light I thought the car in front of me moved so I moved. I was distracted bc I was reading some paper work. I didn’t step on the gas just let me foot off the brakes. I got out apologized and asked if she was okay she said yes. Soon as the cop came she was screaming and crying for help causing a scene and I asked the cop is she okay? Cause I could have swore she was fine. I barely tapped her. He said she’s being EXTRA dramatic. Then I saw the ambulance come and she was on the stretcher with a neck brace. The tow truck driver and I looked at each other and was like wtf 😭😭😭 guess she thought she was going to get a big settlement. My insurance just paid whatever they paid and we went about our day
