The runner is out. Fielders are allowed to block the base of that is the position they need to take to field the ball.

he's safe because u can't block or cover the plate until the catcher has the ball fully in his glove and has to swipe the glove to get the out. so on purpose or not the runner is safe

I’ve got obstruction on the catcher. The runner has the right to run through home plate and with the catcher being where he is makes that impossible to do so. Plus, proper technique in receiving the throw would be to step with the left foot to catch the ball just like a 1B. Always step with the glove hand foot. I do believe this was intentional.
