actually, incorrect, you wouldn't take the county or office, poorly educated police officers act as their scapegoat. If they commit an act that goes against the constitution they are acting in their private capacity. The county or their bond absolutely will not cover them for acting beyond their scope of duty and authority, as such you cant sue the county or bond (insurance).
