Yes tariffs can be basically just a tax that is passed down to consumers.....but its more nuanced then that......they can be used to help american businesses compete with foreign companies who can sell things much cheaper because they can pay workers a much smaller wage....which means can also brings jobs to the US if they are incentivized to do so........and they can also be used for negotiating with other countries on getting better trade deals where they have high tariffs on us......it depends on how high the tariff is though, if the tariff isnt that high then they may just choose to eat the cost to have access to the US market still....or to just pass that cost on to the consumers
