Firstly, Capitalism isn't a form of government, it's an economic platform that works best when supported primarily by a very strong Reformist Socialist foundation, secondly Communism is also called the dictator's pipeline. We could sit all day and discuss the elements of any possible ideology and its potential for corruption. But historically, Socialist Democracies with Capitalist economies are still the best form of order for society today
