It’s 2% because that’s as low as it can go before hitting the lower zero bound of interest rates, which would destroy the feds ability to enact its policy. It’s not some rule etched in stone, it’s subject to change if the fed deems it unreasonable for the markets conditions, like they did during Covid by choosing to maximize employment over immediately correcting inflation.
