Hitting someone is wrong, police or not, man or woman, BUT they were standing in the middle of the road in the dark.. yes she should have seen them and avoid the accident, but I kinda understand why they got hit. If they were on the side of the road then no excuse.

yeah it's prob a 90% not the police fault the effects of the lights of the upcoming cars caused them to temporarily loose sight of the road . and you'll be saying why the suspect has seen them first is because In the back without the interruption of the light's

That’s what I don’t get, citizens can’t use their phone while driving (rightfully so) but cops can be on their computer while driving. Make it make sense.
